May 22, 2006, 1:55 a.m.And yet, the place to BE is still Prospect Heights. One block away from Grand Army Plaza, Prospect Park and the Brooklyn Library, and two blocks away from the Botanic Gardens. As yet ungentrified and with a screaming view of the West Indian Day parade!
